This a villager from Tango Tek's mod Tek Topia. He did a playthrough of it on his youtube channel. This is the third villager he got in his playthrough videos. You should check his channel! Note, this villager changed during his "Rancher Profession" video, same with all the other villagers here (besides the merchant because he is different). He continued the series after this, but I'm only recording the ones before that change.
